The valuation fee is the amount charged to conduct a valuation of the property on behalf of the lender.
The valuation is typically carried out on behalf of the mortgage provider, not the mortgage applicant. The valuation does not represent a detailed inspection of the property, it is used as a rough guide for the mortgage provider to ensure they are not lending a higher proportion of the value of the property than they are comfortable with.
For the person looking to purchase a property, they would be better suited getting a home buyers report, or a full structural survey.
